>> it was supposed to solve all of the problems. new red-top meters would reverve spots for the disabled -- reserve spots for the disabled and stop the city's old parking policy. but soon after it started, the council shut it down. there was mass confusion. >> the program got off to we can characterize as a fairly rocky start. >> reporter: many complaints there were not enough red tops but now a plan would make 1800 of the districts 18,800-meter spots red top parking only. >> 1800 red top stations are being imposed. >> fraud was one reason for the form. >> fox 5 disabled those who were using the red top to park free all day. the district followed up with

an investigation. >> some able-bodied drivers have abused the current parking system but fraudulently displaying handicap cards as to not pay a fee. >> reporter: officials say there are over 160,000 people living in d.c. who are disabled and many more who travel into the city each day. >> our mission is to make sure we are national about accessibility and what other cities and states should be replicating is what we feel for the administration and it is the right thing to do. >> the red tops are not being enforced. those with disabled parking placards still park for free under the old policy. we are told the city has red top meters sitting in warehouses waiting to be installed and if the plan is put in action, they'll have to

be more. >> matt acklund, thank you. >> new laws in the state of maryland, among them new regulations for car seats. children under the age of 18 need a seat until they are 4-9. and other requires all drivers to stop when approaching an intersection or a crosswalk where the traffic signal isn't working like in power outages. violators face a $90 fine and two points on your record. and beginning today month ped and scooter riders have to have a helmet, license and insurance. >> referendums to consider, and alley was on wtop radio and explains how much money is required by law to go to education. >> 48.5% of the slot machine proceeds and 15% of the table games revenues go directly into the education trust fund.

that trust fund, even though our gaming regimen has only relatively recently started in maryland, over the last few years, i believe it has already jen yate rated in the -- generated in the neighborhood of $100 million for maryland schools. >> the governor said education funding in maryland has more than doubled from $3.9 billion in 2006 to $7.3 billion in next year's budget. the news edge back in d.c. and a familiar scene today as "occupy" d.c. protestors hit the streets on the anniversary of their demonstrations here in the nation's capital. protestors return to rally against what they call corporate greed. dozens of people representing the so-called 99% marched downtown amid all of the chanting and chaos, protestors say they have only grown stronger and more determined. maureen umeh joins us live from northwest with a closer look at the fight. maureen? >> reporter: will, occupy

protestors are making their way back here to a project that is being rain-filled but they are making their way back here and this is a movement that began as you said a year ago. the numbers are smaller than it was a year ago. but their message still looms very large. i'll show you video we shot earlier of what happened during the course of the day. dozens of protestors marched through downtown d.c. streets stopping at corporate buildings to protest what they say is the greed and politicians involved with the corpses. the group said their goal is not to cause trouble but to be heard. the protestors at some point this morning tried to storm some buildings on k. street, those were lobbying firms, that was part of their effort to shut down k. street. that is what they were calling the movement this morning. this begins the one year anniversary of encampment, but the message is still very much in tact. back out to freedom plaza. the group were expected to have

a concert here at 6:00. that is delays, i'm thinking the rain has something to do with it. but they are expected to reconvene here at 7:30 to plot out the rest of the week. we understand tomorrow there will be another march by the veterans and then also having what they call a sleep-out at a bank of america. that is the latest from freedom plaza, maureen umeh, station. >> to the campaign trail and the race for the white house. president obama and mitt romney are gearing up for the first debate. they are going to face off in denver on wednesday night and the stakes are high. a good performance can pump up a party's enthusiasm and per sway undecided voters. >> who will pay attention to this and look for something maybe to make them change their mind for people who aren't completely thrilled about their choice. >> both of the guys have been through an awful lot of debates in their careers, they are both pretty good, they'll both be

well prepared. >> the primary focus of this week's debate is domestic policy. >> a new poll from the washington post shows president obama leading among swing state voters. 52% of likely voters in battleground states say they would vote for the president if the election were today. 41% say they woo pick mr. romney. those numbers are similar from the washington post polls, in florida, ohio and virginia. >> developing overseas tonight, a grim milestone in the war in afghanistan. the death toll for u.s. troops has now reached 2,000. the most recent deaths came this weekend. two americans killed when a fire fight broke out between u.s. forces and their afghan army allies. the afghan defense ministry said the battle was a result of a quote, misunderstanding between international forces and afghan soldiers. >> i think the signature attack that we're beginning to see is

going to be the insider attack. >> this is something we have to discuss in detail, something that i feel a responsibility to correct. >> more than 50 international security assistants and four service members have been killed this year in attacks between u.s. forces and the afghan counterparts. an investigation is underway into the latest incident. angeles. the white house has confirmed a cyber attack on the administration. they are not saying who carried out the attempt. the finger is being pointed to hackers from the chinese government. the associated press was told it targeted a network of unclassified information and there is no information that any data was removed. >> and on your monday, after a decade long fight, a piece of history closes its doors. what is next for the old power plant on the potomac. and seeing a little wet weather today. >> and i know the nat fans don't want to see that, will. it is very light. i'm expecting a few hundreds but we'll probably have light showers or drizzle. hopefully not enough to cause a rain delay. and we have scott out there. i'm sure the stands are filling regardless of the showers? >> reporter: well the showers are starting to go away. so it looks like they are on the way out and the magic number is one so that means a

there it is. thank you very much gary mcgrady, the magic man in the weather center. here is our washington nationals forecast for tonight. while we' expect a couple of passing showers, it will get cooler into the low 60s so be aware of that. but do have maybe a poncho handy just in case. you can see the first batch moving on through. this is going to be crossing 95 and keep on moving. what about behind it and down to the south? the showers are moving up from the south, moving to the northeast and there will be more later tonight. we are hoping that the steadier stuff will hold off until after 1:00. a warm front will push through tomorrow and we may be talking about a couple of thunderstorms here and there. down south there is a bit more in the way of thunderstorm activity still to come. so we'll jump to the future- cast to help you plan the waves of showers. we have the clouds coming through now. at about 10:00 tonight, another light wave. for your early morning commute,

up to the north heavier showers at around 8:00 in the morning. in the afternoon, it depends on how much sunshine we get. there is a possibility there could be a thunderstorm and our future-cast is kind of showing that around colonial beach. so off and on chances for showers, maybe a rumble of thunder tomorrow. and then into wednesday, after an early morning shower possibility, maybe we are not looking at too much after that. bottom line, when we get all of this chased out of here, probably on wednesday morning, we are not talking about a lot of rain, maybe a quarter to a half inch of rain for this area and a little bit heavier out to the west on the order of a half inch to an inch. but by west, i mean west of interstate 81. so here is your five-day forecast. so we have showers and maybe a storm tomorrow. early morning shower on wednesday and then that is it. it looks like from wednesday noon through thursday and friday the temperatures will be nice. and even a little taste of summer on friday which looks like the best day of the week. right now the weekend is drier for saturday, maybe a couple of showers on sunday and monday. >> i'm starting to notice the

baseball season, the magic number at one for the nationals, tonight looking to clinch the title. detwiler scored five runs in the 2nd inning and then a two- run home run by beltran, detwiler gave way to mong in the 3rd, and then consecutive wild pitches that scored two more wild runs and the nats were beaten in this one 10-4. but tonight they are back home in front of fans and a chance to make history. >> i'm sure you dreamed about it as a kid. >> yeah, you dream about it, probably winning a world series but not a division. but it is definitely a dream that all of us have had for a long time and we're happy it's come together. we are hoping to go out and do it tonight. >> if we could do it, we could do it as soon as we could. but we get to do it in front of the fans that have gone through

the things we have gone through in the last four or five years and it is special. >> and there is no kicking controversy over at redskins park. despite missing the first three kicks, mike shanahan saying today he is not bringing in any other kickers for the tryout. he hit the game-winner and he has rg3 to thank for that. and rg3 looked more like a savvy veteran than a rookie to set up the game winning field goal with 3 seconds to go. after the game we heard his headset went out and he had to call his own plays. rg3 getting the win and improving to 2-2 instead of 1-3 is significant. >> that means a great week of practice, guys will be feeling good, we are 2-2, we are .500 through the first quarter. going back to 1-3 is not a great feeling. even though it is a long
